Communication skills expected from a computer engineer

I am an IT engg.2nd yr in a private college in Rajasthan. I am super-confused relating to what actually are communication skills. Earlier I moved from Jaipur to a small town Jodhpur for doing my engg. (Because of previous health problems.) I got to stay there in college hostel, which was full of idiot low standard pupil (mostly biharis and upwalas and one from villages). I stayed there just as a matter to improve my comm. skills, as I was thinking up to that time that CS are just the way of talking to pupil, & smartness by which u can fool them, or achieve your goal by talking. And these pupil in hostel were from villages or Bihar but they were very smart at taking out there work done and smartness to stay in a hostel. I am the kind which pupil called as nerd or geek and I am still shy in talking to pupil and low at getting my work done. So I just literally force myself to stay there and learn something. I left the place after a year. Now I stay outside in city. HERE being a small town pupil are so interested in knowing who r u, what u do etc, etc. This is completely different from Jaipur as in my town even we don’t know that who is staying next-door & why should we, its none of our business? Here people who know everything about their neighbors are considered smart (may be small town mentality). Is these are comm. skills?

But I have seen so many evidences which point towards that communication skills are just Ur command on English language and nothing else. So what actually are CS; ur way of talking to pupil or just knowing good English is enough. & I became so confused that I left my studies thinking I just need to pass & did poor in small internal exams of my college. Many of my friends said that in engineering, only two things are needed, all over I division and 0-2 backs in overall four years, rest are only communication skills & ur power of fooling people & getting out your work done. IS it true?

Pls help me out, telling that WHAT actual skills are expected from an engineer after his 4 yrs of graduation. Studies, academic knowledge, mark sheet record, communication skills or what? I expect that respected Computer engineers who are doing job in any firm can help me.
